She is too polite to point one thing out: Bam Aquino had been Senator since the time of his cousin's presidency when he was pushing this, but the passage of the Act only became possible when Digong made it a priority (against the wishes of his financial advisers, mind you).
Noynoy refused to fund it, so laway lang talaga ang puhunan ni Bam nun (much appreciated of course, but laway is just laway). The idea only became a reality when Digong insisted it be funded.
So to all these people who keep giving credit to Bam for the free college but who are hating on Digong, pakyu ninyo, you ungrateful shits
(Incidentally, I opposed the free college act - as I still do - because I believe the resources are better allocated to improving the quality of education first - faculty development, upgrading facilities, etc. - before accessibility is expanded. Free higher education is useless if it isn't quality education)
