In fairness to the majority in the Senate, the light was given to #Marcoleta to lay the predicate. 

That he used it to deliver a privileged speech debunking the House was a careful wedge laid out using both the House rules and the plenary. #Husay.

When he said, “iba ang Journal sa Order of Business” says a lot about congressional process and his knowledge about it. Let me add, iba rin ang Records of the House!

That he allowed an amendment on his original motion from dismissed to archived was proof that Marcoleta knew his rules of procedure. And he was just holding on the Constitution and the Rules while doing the speech and no staff was there to feed him guides.

The neophyte is not one. Marcoleta showed to all that the 20th Senate will have exciting debates and pointed discussions. We have in him a defender of the Filipinos. 

He was gagged in the House of Representatives. Removed 5 committees from him. Striped as Deputy Speaker. And it was Marcoleta who pointed out where the House and its members erred in the impeachment. #Bullseye

Nobody thought he would make it to the Senate. The tradition is: a neophyte does not talk for a year, listens and reads on the rules of the chamber. Last night we saw a break in tradition and the chamber recognized Marcoleta for his real worth — a primus inter pares (first among equals)!
