But instead of a direct strike, they go after a Satellite Office, and the person in charge of it.   Siraan by proxy ang laro nila dito under the guise of “Asserting the Power of the Purse.”   Alam naman natin na may power over the budget ang kongreso. But that isn’t what they are asserting. Sinabi na ni VP that they can approve or deny their proposal, ready ang OVP to keep working no matter how much or how little Congress allocates. So, no. Hindi ito power of the purse.   Power trip lang.   They want VP Inday to pay for embarassing them at budget hearing. They want to assert dominance. And worse. In a 55-page decision penned by Associate Justice Marvic Leonen, the SC en banc found as unconstitutional the 25-year lease agreement signed on December 20, 1978, between the late President Ferdinand Marcos Sr. and the Philippine Tourism Authority (PTA). The property, leased at a low rate of just one peso (P1) per year, was intended for the development of the Paoay Lake area. However, the SC determined that there was no evidence to support Marcos Sr.’s ownership of the land at the time the lease was executed.
